overwhelming　vote　ratified　the　code　and　endorsed　the　Government。　Four　

years　　　　　afterward　　　　　the　　Emperor　　　　　　called　　　　a　　general　　　　election　　　　to　　choose　　　　　his　

successor　and　retired　to　private　life；　beloved　by　his　people。
